Sanborn County Commissioners met in regular session on Tuesday, June 20, 2017, at 9:00 a.m. with Chairman Ebersdorfer presiding. Other members present were: Ohlrogge, Blindauer, S. Larson, and P. Larson. Also present were Auditor Diane Larson. Motion by Ohlrogge, seconded by P. Larson, to approve the minutes as presented. All ayes. Motion carried.
HIGHWAY
Lee Goergen, Highway Superintendent/Weed Supervisor, reported on the mowing and weed spraying in the county.
CONDITIONAL USE
Motion by Blindauer, seconded by Ohlrogge, to meet as a Board of Adjustment. All ayes. Motion carried. Cheyann Johnson and Penny Farris, Director of Equalization, met with the board. Patrick and Cheyann Johnson are requesting to build a lean-to addition to a 1,200 square foot garage located at Lots 1-6, Blk 6 Dunn’s Addn., Woonsocket. By recommendation of the Planning and Zoning Board, motion by S. Larson, seconded by P. Larson, to approve the conditional use. All ayes. Motion carried. Farris presented a recommendation from the Planning and Zoning Board for Solar Energy Systems. After much discussion, it was decided to table the matter until more research can be done. Motion by P. Larson, seconded by Blindauer, to reconvene as a board of commissioners. All ayes. Motion carried. Auditor Larson presented a list of recommendations from District III for our mitigation plan. The board reviewed the recommendations.
DEPUTY SHERIFF
Naif Alatta, Deputy Sheriff, met with the board to present his resignation. The board accepts his resignation and thanks Naif for his service.
RANGELAND FIRE PROTECTION
Jason Coenen, Emergency Management, met with the board to discuss the agreement with the Department of Agriculture for Rangeland Fire Protection. Motion by P. Larson, seconded by Blindauer, to adopt the following resolution:
A RESOLUTION FOR COUNTY RANGELAND FIRE PROTECTION
WHEREAS, the South Dakota Department of Agriculture, Wildland Fire Division, is requesting a new Cooperative Agreement for County Rangeland Fire Protection because of codified law changes;
BE IT HEREBY RESOLVED, that the list of individuals set forth below are hereby authorized to request rangeland fire assistance, on behalf of the County of Sanborn as specified in SDCL 41-20A-11. The authority shall continue in full force and effect until terminated or modified by resolution of the County of Sanborn Board of Commissions.

The County Rural Fire Coordinator is hereby authorized to act as a single point of contact, on behalf of the county of Sanborn in dealing with administrative matters such as burn bans, billings, or questions about this Rangeland Fire Agreement specific to the County. This authority shall continue in full force and effect until terminated or modified by resolution of the County of Sanborn Board of Commissioners.

DISOLUTION OF TID
Motion by S. Larson, seconded by P. Larson, to adopt the following resolution:
A RESOLUTION DISSOLVING TAX INCREMENT DISTRICT NUMBER ONE
WHEREAS, Sanborn County created Tax Increment District Number One on November 1, 2011,
WHEREAS, no expenses have accrued and no expenditures have been made in accordance with adopted project plan for Tax Increment District Number One adopted on November 1, 2011; and,
WHEREAS, the County Board of Commissioners are authorized to dissolve the Tax Increment District pursuant to SDCL 11-9-46(2);
NOW, THEREFORE, BE IT RESOLVED by Sanborn County that Tax Increment District Number One be and is hereby dissolved; and,
BE IT FURTHER RESOLVED that any funds which are deposited in the Tax Increment District Number One Special Fund, be distributed as provided by SDCL 11-9-45.

Artesian Town Board proceedings

Unapproved Minutes - June 14, 2017

The Town of Artesian Council met on June 14, 2017, in regular session at the Artesian Community Center. Council Member K. Effling called the meeting to order, with Council Member C. Danek, Council Member S. Richard, and Finance Officer G. Effling present. Also present were: T. Fridley, and Jeremy Uecker.
The minutes of the May 3, 2017, meeting were read; motion to approve by Danek, second by Richard, motion carried. Finance Officer Reports were read; motion to approve by Richard, second by Danek, motion carried. The following vouchers were presented for the month:

Old Business:
Committee Reports:  Streets – two loads of gravel were applied within city limits and the man hole covers that need repair. Lagoon – looks good. Parks – discussion on camping and painting the bath house area. There was discussion on drainage within city limits. City invoices were discussed.
New Business: Jeremy Uecker was present to discuss the ball diamonds and residing the concession stand. Danek made the motion, seconded by Richard, to pay up to $800.00 for materials, provided an invoice is submitted; motion carried. There was a discussion on street lighting and also what is being planned for the playground equipment. Harry Everhart was present to discuss the benefit for Leonard and Georgia Schmit on June 24, 2017, and also present the board with a donation for applying gravel to the alley behind his property. The Board reviewed the insurance. The Board also reviewed the collection agency documents for unpaid city invoice. There was a discussion on a town wide clean-up – yard waste only.
There being no further business brought before the council, meeting adjourned. The next regular meeting is scheduled for July 5, 2017, at the Community Center at 7:30 p.m.

The regular meeting of the Woonsocket City Council was called to order by Mayor Lindy Peterson, Monday, June 5, 2017, at 7:00 p.m., with the following members present: Darin Kilcoin, Richard Reider, Brandon Goergen, Derek Foos, Jim Steichen; Joel Rassel, absent.
