Sanborn County Commissioners met in regular session on Tuesday, August 7, 2018, at 9:00 a.m. with Chairman Ebersdorfer presiding. Other members present were: Ohlrogge, Blindauer, P. Larson, and S. Larson. Also present was Auditor Larson. Motion by Ohlrogge, seconded by Blindauer, to approve the minutes as presented. All ayes. Motion carried.
HIGHWAY
Lee Goergen, Highway Superintendent/Weed Supervisor; Sheri Kogel, Administrative Assistant; and Ron Gillen, Brosz Engineering, met with the board. Gillen reported that a Request for Design Exception is needed for Project Number BRO8056(00) which is replacement of SN 56-210-096 0.5 E & 3.4 N of Artesian, S.D., over a tributary of West Redstone Creek. Motion by Ohlrogge, seconded by Blindauer, to approve a Request for Design Exception from the South Dakota Department of Transportation. All ayes. Motion carried.
Kogel presented the Five-Year County Highway and Bridge Improvement Plan for Sanborn County. A county wide meeting will be held on August 21 at 11:00 a.m. in the Sanborn County Courthouse for all interested people of Sanborn County and Town and Township Boards. Goergen presented a proposal for the purchase of a 2009 Chevy 3500 truck with several attachments to replace two of the older vehicles in the highway and weed departments. This vehicle could also be used in the parking lot at the courthouse. Motion by Blindauer, seconded by P. Larson, to purchase the 2009 truck from Federal Surplus with the understanding that two of the older vehicles will be sold for surplus. All ayes. Motion carried.
Motion by S Larson, seconded by P Larson, to meet as the Weed Board. A Declaration of Infestation was declared in the matter of John Roache owner of the NW 1/4 Section 13 107N 62W for musk and canada thistle. An inspection was conducted on the sixth day of August, 2018, by Lee Goergen acting as an agent for the Sanborn County Weed and Pest Board. All members of the board signed the declaration. Ebersdorfer declared an end to the Weed Board Meeting.
Department of Equalization
Penny Farris, Director of Equalization, met with the board to clarify how the ending of the Discretionary Tax will be handled. Commissioners advised Farris to assess all new buildings, including new homes, commercial buildings, AG buildings and additions based on the level of completion as of November 1st. If a building is not completed by November 1st, it will not be assessed until the following year and the Discretionary Tax break will not be applied. Motion was made by P. Larson, seconded by Blindauer, to repeal the resolution adopted September 16, 2003. Passing this motion removes the Discretionary Formula on new construction within Sanborn County. This becomes effective November 1, 2018, in relation to 2020 assessment values for taxes payable 2021. Properties currently receiving the Discretionary Formula will be allowed to complete the four-year reduction. A roll call vote was taken with the following votes recorded: P. Larson, Aye; S. Larson, Aye; Ohlrogge, Nay; Blindauer, Aye; Ebersdorfer, Aye. Motion carried.
SUPPLEMENT BUDGET
Motion by Blindauer, seconded by Ohlrogge, to transfer $5,495.00 from contingency fund to the election budget. This is for an additional DS200 which is used to count votes. All ayes. Motion carried.
