Sanborn County Commissioners proceedings

October 16, 2018

Sanborn County Commissioners met in regular session on Tuesday, October 16, 2018, at 9:00 a.m. with Chairman Ebersdorfer presiding. Other members present were: Ohlrogge, Blindauer, and S. Larson. P. Larson was absent. Also present was Auditor Larson. Motion by Ohlrogge, seconded by Blindauer, to approve the minutes as presented. All ayes. Motion carried. 

HIGHWAY

Lee Goergen, Highway Superintendent/Weed Supervisor, and Sheri Kogel, Administrative Assistant, met with the board.  Motion by S. Larson, seconded by Blindauer, to amend the five-year plan to add Bridge # 56-220-169 to the construction project list. All ayes. Motion carried. Kogel presented two resolutions to submit applications for the Bridge Improvement Grant Program. Motion by S. Larson, seconded by Blindauer, to adopt the following resolution:

BRIDGE IMPROVEMENT GRANT PROGRAM RESOLUTION AUTHORIZING SUBMISSION OF APPLICATIONS #18-03

WHEREAS, Sanborn County wishes to submit an application for consideration of award for the Bridge Improvement Grant Program:

STRUCTURE NUMBER AND LOCATIONS: 56-220-169

and WHEREAS, Sanborn County certifies that the project is listed in the county’s Five- Year County Highway and Bridge Improvement Plan;

and WHEREAS, Sanborn County agrees to pay the 20 percent match on the Bridge Improvement Grant funds;

and WHEREAS, Sanborn County hereby authorizes the Bridge Improvement Grant application and any required funding commitments.

NOW THEREFORE BE IT RESOLVED:

That the South Dakota Department of Transportation be and hereby is requested to accept the attached Bridge Improvement Grant application.

Vote of Commissioners: Yes 4, No 0

Motion by Blindauer, seconded by Ohlrogge, to adopt the following resolution:

and WHEREAS, Sanborn County hereby authorizes the Bridge Improvement Grant application and any required funding commitments.

NOW THEREFORE BE IT RESOLVED:

That the South Dakota Department of Transportation be and hereby is requested to accept the attached Bridge Improvement Grant application.

Kogel also presented a Request For Design Exception from the South Dakota Department of Transportation on Project Number BRF 6215(00)   17-1. The bridge is located 1.6 miles west and 7.4 miles north of Artesian on 413th Avenue. The request is for a variance in allowable design headwater. The design allowable headwater is one foot below subgrade shoulder. The request is variance in allowable headwater to overtopping at the subgrade shoulder which would not be inundated with the 25-year design event.  It will lower the cost from $856,972.88 to $449,484.24. Motion by S. Larson, seconded by Ohlrogge, to approve the changes. All ayes. Motion carried.

Kogel presented a Program Description Division L of the Consolidated Appropriations Act, which appropriated $225 million to be awarded by DOT for a Competitive Highway Bridge Program. Eligible applicants are States that have a population density of less than 100 individuals per square mile. The funds must be used for highway bridge replacement and rehabilitation projects on any public roads that demonstrate cost savings by bundling multiple highway bridge projects. The Competitive Highway Bridge Program provides an opportunity to address significant challenges across the Nation for improving bridges that serve America. Sanborn County has an opportunity to apply for the funds for bridges across the James River coupling with Davison, Hanson, and Yankton Counties. Each county will be allowed a bridge. The one in Sanborn County that Brosz Engineering feels would be the one to replace would be on Road 12 on 221st Street in Jackson Township.  The county would be responsible for consulting fees which would be divided by the number of counties who would be applying for the grant.  Motion by S. Larson, seconded by Blindauer, to stipulate three or more counties would be necessary for Sanborn County to apply for the grant.  All ayes.  Motion carried. 

VARIANCES

Motion by Blindauer, seconded by Ohlrogge, to meet as a board of adjustment.

Penny Farris, Director of Equalization, presented a variance request for Dawn and Joel Rassel.  The request is for a front yard depth of not less than nineteen feet at Lots 13-18; Blk 1, Dunn’s Addn., Woonsocket.  Motion by S. Larson, seconded by Ohlrogge, to approve the variance for Dawn and Joel Rassel. All ayes. Motion carried.

James and Kim Cross requested a variance for a minimum lot requirement of less than ten acres. They will be gifting the land to their son so a plat is not required. Motion by Ohlrogge, seconded by S. Larson, to approve the variance. All aye. Motion carried.

Tanner Cross requested a variance for a minimum lot requirement of less than ten acres. Tanner is being gifted the land so a plat is not required.  Motion by Blindauer, seconded by Ohlrogge, to approve the variance. All ayes. Motion carried.    

TRANSFERS

Auditor Larson requested to transfer funds from the General Fund to the Road and Bridge, and Emergency Management Funds.  The monies were authorized in the budget. Road and Bridge is $863,840.00 and Emergency Management is $14,214.00. Motion by Blindauer, seconded by Ohlrogge, to transfer the monies. All ayes. Motion carried.
