At 8:50 a.m., the Public Meeting for the Five-Year Highway Plan was held. Lee Goergen, Highway Superintendent, and Sheri Kogel, Administrative Assistant, presented the plan to the public.
Sanborn County Commissioners met in regular session on Tuesday, September 5, 2017, at 9:00 a.m. with Chairman Ebersdorfer presiding. Other members present were: Ohlrogge, Blindauer, P. Larson, and S. Larson. Also present was Auditor Larson. Motion by P. Larson, seconded by Blindauer, to approve the minutes as presented. All ayes. Motion carried.
HIGHWAY
Lee Goergen, Highway Superintendent/Weed Supervisor, and Sheri Kogel, Administrative Assistant, met with the board. Motion by S. Larson, seconded by Blindauer, to convene as a weed board. Motion by Ohlrogge, seconded by P. Larson, to purchase a side by side for spraying weeds. All ayes. Motion carried. Ebersdorfer declared an end to the weed meeting and to reconvene as a board of commissioners.
D.O.E.
Penny Farris, Director of Equalization, met with the board. Motion by S. Larson, seconded by Ohlrogge, to convene as a Board of Adjustment. All ayes. Motion carried. A hearing for Steve Dammann, who is requesting a conditional use permit to occupy their RV located on Lot 1 Blk 34 OP Woonsocket for a period greater than 14 days, was held. By recommendation of the Planning and Zoning Board, motion by Blindauer, seconded by Ohlrogge, to allow the permit. All ayes. Motion carried.
BUDGET HEARING
10:00 a.m. Budget Hearing
The highway department amount should have been $2,124,416. Hearing no other objections, the final adoption will be held on September 26, 2017.
COMPROMISE LIENS
Auditor Larson reported that, according to SD Codified Law 28-14-20, any lien created prior to July 1, 1970, is terminated. Auditor Larson presented a list of liens, which were to be terminated in the amount of $312,356.38. Motion by Blindauer, seconded by P. Larson, to terminate the liens. All ayes. Motion carried. Auditor Larson also presented a letter from Credit Collections stating that Indigent #17-3 is deceased and does not have an estate. Motion by Blindauer, seconded by S. Larson, to terminate this lien in the amount of $168.31. All ayes. Motion carried.

John Christopher was unable to meet with the board at this time. He needs to do more preparation before he can present to the board.
