Sanborn County Commissioners met in regular session on Tuesday, January 22, 2019, at 9:00 a.m. Chairman Ebersdorfer presiding. Other members present were: Ohlrogge, Blindauer, P. Larson, and S. Larson. Also present was Auditor Larson. Motion by S. Larson, seconded by Blindauer, to approve the minutes as presented. All ayes. Motion carried.
COMMUNITY HEALTH NURSE
Marla Feistner, CHN, gave her quarterly report. The state has said Marla can give her report twice a year instead of quarterly.
HIGHWAY
Stacy Mendenhall, Highway Supervisor, and Sheri Kogel, Administrative Assistant, met with the board. Motion by P. Larson, seconded by S. Larson, to advertise for county need bids to be opened on February 19. All ayes. Motion carried. Kogel presented a resolution to delete two bridges from the National Bridge Inventory because they do not meet the requirements necessary. Motion by P. Larson, seconded by S. Larson, to adopt the following resolution:
RESOLUTION TO DELETE BRIDGE FROM NBIS
The Sanborn County Board of Commissioners is in agreement with the South Dakota Department of Transportation that the following structures should be deleted from the National Bridge Inventory for the following reasons:
STRUCTURE ID, LOCATION AND REASON FOR DELETION:
56-039-190 0.9E & 9S Woonsocket Structure has been replaced with culverts that no longer meet NBIS length requirements.
56-010-022 2W & 7.8 N Woonsocket Structure has been replaced with culverts that no longer meet NBIS length requirements.
The Commission is aware of the following stipulations once a structure is deleted from the NBIS Inventory:
1. Federal or State Bridge funds will not be available for structure replacement or rehabilitation and
2. The structure will only be added to the Inventory following replacement, using County funds.
Upon receipt of this resolution, the above structures will be deleted from inventory.

Motion by Blindauer, seconded by Ohlrogge, to meet as a Weed Board. All ayes. Motion carried. Motion by S. Larson, seconded by Blindauer, to request the South Dakota Weed and Pest Control Commission to declare the following named plants as noxious weeds in Sanborn County: absinth wormwood, musk thistle, plumeless thistle, and leafy spurge. All ayes. Motion carried. Motion by Blindauer, seconded by P. Larson, to charge townships $32.50 per hour plus cost of chemical for spraying. Weed and Pest Conference will be held Feb. 20 – 22 in Huron. Dale Schow and Jim Luthi will be attending. Ebersdorfer declared an end to the Weed Meeting.
STATES ATTORNEY
Motion by P. Larson, seconded by Ohlrogge, to increase the states attorney budget for office expense to $1,250.00 per month. Contingency funds will be used to cover this expense. All ayes. Motion carried.
LAKE COUNTY PRISONER CARE
Auditor Larson presented a prisoner care contract for the year 2019 with the Lake County Jail. Sanborn County agrees to pay Lake County $75.00 per prisoner-day. Motion by P. Larson, seconded by Blindauer, to enter into this contract. All ayes. Motion carried.
BRULE COUNTY PRISONER CARE
Auditor Larson presented a prisoner care contract for the year 2019 with the Brule County Jail. Sanborn County agrees to pay Brule County $55.00 per prisoner-day. Motion by Blindauer, seconded by S. Larson, to enter into this contract. All ayes. Motion carried.
