The regular meeting of the Woonsocket City Council was called to order by mayor, Richard Reider at 7:00 p.m., Monday, March 4, 2019, with the following members present: Garret Foos, Joel Rassel, Brandon Goergen, Derek Foos, Arin Boschee and Darin Kilcoin.
Motion by D. Foos, seconded by Boschee, to approve the agenda. Motion carried.

OLD BUSINESS
Council discussed the election. Due to the only people that turned in petitions were the running council members, the election has been canceled and everyone will remain in current seats. Darin Kilcoin, Ward I for one year; Joel Rassel, Ward II for two years and Derek Foos, Ward III for two years.
Motion by Goergen, seconded by D. Foos to approve the second reading of the Ordinance Number 93-18 Fixing the Finance Officers Salary. Motion carried.
ORDINANCE NO 93-18
(AS AMENDED)
AN ORDINANCE FIXING THE SALARY OF THE FINANCE OFFICER.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WOONSOCKET, SOUTH DAKOTA
SECTION 1. That the wage of the Finance Officer shall be fixed and he or she shall receive the sum of Thirty-Three Thousand Two Hundred Eighty dollars ($33,280.00) per Annum.
SECTION 2. That the Finance Officer shall receive the sum of Forty Dollars ($40.00) per special meeting of the City Council.
SECTION 3. This Ordinance shall take effect and be retroactive effective as of January 1, 2019, after its second passage and publication as provided by law.

Council discussed the picnic shelter that is going to be completed as part of an Eagle Scout Program.
NEW BUSINESS
Council discussed items for surplus sale. The following items were listed as surplus with the following value. Kubota 60 inch bagger diesel zero turn mower – $500.00, Pallet forks for use with bucket – $100.00, Diaphram water pump – $100.00, Military folding ladder – $10.00, Stick arch welder – $20.00. Motion carried.
Council discussed the recent renewal of the dumpground permit. The permit has been renewed until February 15, 2024.
Council discussed meeting as a board of equalization. A special meeting will be held on March 18th at 7:00 p.m. at the city council meeting room.
Council discussed the ad in the Glacial Lakes and Prairie Magazine.
Weber informed the council about the water quality report. The report is available at the finance office.
The following items were also discussed: dogs, summer rec, waste management and nuisance properties.
