The Town of Artesian Council met on September 4, 2013 in regular session at the Artesian Community Center.  Effling called the meeting to order with Council Members Danek and Richard, Finance Officer M. Ebersdorfer and Tom Fridley present.
The minutes of the August 7, 2013, meetings were read. Motion to approve with corrections to be published by Richard, seconded by Danek, motion carried. Finance Officer reports were read. Motion to approve by Danek, seconded by Richard, motion carried.

Old Business: Motion by Danek, seconded by Richard, to approve the second reading of the 2014 Appropriations Budget Ordinance.  Motion carried. Correction of  August 7, 2013 Minutes – The following bids were presented:    CorTrust Bank – All of Lot Sixteen (16) through Twenty (16-20), inclusive, Block Eleven (11), Original Plat, Artesian Town, Sanborn County, South Dakota, $1,000.00; and  Tom Scott –  Lot Fourteen (14) Through Fifteen (15)  Block Eleven (11), Original Plat, Artesian Town, Sanborn County, South Dakota, $200.00.
Motion by Richard, seconded by Danek, to accept the following Surplus Property bids, motion carried, and the July 10, 2013 minutes. The following bids were presented: Robert Schmit  – Lots Six through Eight (6-8), Block Eleven (11), Original Plat, Artesian Town, Sanborn County, South Dakota; (Main Street) – $56.00; Marty Wormstadt – Misc. windows and doors – $251.00; Roger Brink – Riding lawnmower – $200.00; Kieffer Oil – Propane tanks – $1,000.00.
Motion by Richard, seconded by Danek, to accept the following bids, motion carried, and bids presented for clean-up of two building sites from: Todd Hvam for $1,500.00 and Peer Excavating for $2,250.00. Motion by Richard, seconded by Danek, to accept the low bid for clean up of two building sites from Todd Hvam. Motion carried.
New Business: Appropriations from Sanborn County in the sum of $28,170.00 will be requested with a motion from Danek, seconded by Richard. Motion carried.
The next meeting will be October 2, 2013 at 7:30 p.m. at the Artesian Community Center. There being no further business brought before the Council, meeting adjourned.
