The Town of Artesian Council met on March 1, 2017, in regular session at the Artesian Community Center.  Council Member K. Effling called the meeting to order with Council Member C. Danek, Council Member S. Richard,  T. Fridley and Finance Officer G. Effling present.
The minutes of the February 1, 2017, meeting was read; motion to approve by Richard, seconded by Danek, motion carried. Finance Officer Reports were read; motion to approve by Richard, seconded by Danek, motion carried. The following vouchers were presented for the month.

Old Business:
Committee Reports: Streets – no change from previous month.  Lagoon – discussion was held.  Blow out/smoking the sewer system was discussed. Lift station – discussion and maintenance. Discussion on areas within city limits that need cleaning up. City invoices were discussed and those going to collections.
New Business:
Council members will meet on March 20, 2017, at 7:00 p.m. for the Equalization Meeting. Artesian City Owned Property for 2017 was reviewed. USDA Rural Development – current rate schedule for sewer system was reviewed along with the statement of budget, income and equity. There being no opponent for the three-year term as council member, Susan Richard will continue her position and no town election will be held. Discussion was held on the ALM Grant. The Surface Water Discharge Renewal Permit was discussed and tabled until permit is available. SD Legislative Audit was reviewed. Price quotes were reviewed for commercial asphalt and gravel for 2017.
There being no further business brought before the council, meeting adjourned. The next regular meeting is scheduled for April 5, 2017, 7:30 p.m., at the Community Center.
