The Town of Artesian Council met on August 1, 2018, in regular session at the Artesian Community Center.  Council Member K. Effling called the meeting to order with Council Member C. Danek and Finance Officer G. Effling present. Also present were Tom Fridley, Rich Danek and Travis King .

The minutes of the July 11th, 2018, meeting were read, motion to approve by Danek; motion carried. Finance Officer Reports were read; motion to approve by Danek; motion carried.  The following vouchers were presented for the month; motion to approve by Danek; motion carried.

South Dakota Department of Revenue – $139.67 

USDA – $1,116.00;

Xcel Energy –  $1,096.28;

Artesian Fire Department – $125.00;

US Treasury – $704.90;

Dawson Construction Inc. – $969.65;

Gwen Effling – $636.01;

Tom Fridley – $770.00;

Town of Artesian – $171.12.

Old Business: Streets – The board discussed mowing and adding additional gravel to streets. Sewer/Garbage – The board reviewed billings and discussed the billing from Dawson Construction. Street light on Hwy 34 – Muth Electric will be replacing the light pole. A bid for the sewer/storm drain repair was opened. Motion was made by Danek to accept the bid and award to Weber Backhoe and Trenching, motion carried.  Park – The board discussed repairing the pool/bath house at the campground. 

New Business: 2019 CITY OF ARTESIAN BUDGET – First Reading – Ordinance #2019-01.  The board reviewed insurance policy. 2019 CITY OF ARTESIAN SEWER BILLING – regarding sewer billing:  There was discussion on and the first reading took place of the sewer billing ordinance and installing sewer curb shut off valves for delinquent sewer billings.  Motion by Danek, seconded by Effling; motion carried. Travis King was sworn in as a replacement council member for the remaining two years of Council Member Susan Richard’s term. Motion by Danek to remove Susan Richard from all depository accounts, including safe deposit box at CorTrust Bank and replace with Travis King.

There being no further business brought before the council, meeting adjourned. The next regular meeting is scheduled for September  5, 2018, at the Artesian Community Center at 7:30 p.m.
