The regular meeting of the Woonsocket City Council was called to order by Mayor Lindy Peterson at 7:00 p.m. Monday, August 3, 2012 in the Woonsocket City Council Room with the following members present: Richard Reider, Richard Regynski, John Ames, Don Schmidt and Brandon Goergen. Jim Steichen was absent.
Motion by Goergen, seconded by Ames, to approve the agenda. Motion carried.
Motion by Ames, seconded by Schmidt, to approve the August 6, 2012 minutes. Motion carried.
Motion by Goergen, seconded by Schmidt, to approve the Financial Statement. Motion carried.

Council discussed Amendments to Ordinance 93-05 pertaining to Fireworks. Tabled.
Motion by Regynski, seconded by Schmidt, to approve the seconded reading of Amendment to Ordinance #93-19 pertaining to animals running at large.
AMENDMENT TO ORDINANCE NO. 93-19
ADDING SECTION 3 RELATING TO EXOTIC OR FARM ANIMALS AND AMENDING PREVIOUS SECTION 3 TO SECTION 4 RELATING TO PENALTY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WOONSOCKET, SOUTH DAKOTA:
1. That Section 3 of Ordinance No. 93-19 shall be added to read as follows, to-wit:
“Section 3. No person who is the owner, keeper, bailee, or in possession of or the harborer of any horse, donkey, sheep, chicken, rabbit, cattle, duck, goat, geese, hog, llama, or any other exotic or farm animal of any kind, shall permit the same to run at large in this city.
City officials are hereby authorized and directed to impound any such animal running at large, and the owner thereof, within 24 hours after the same shall have been impounded, may redeem such animal upon paying to the City Finance Officer $250 for such impoundment. If said animal is not redeemed within 24 hours after being impounded, the City is hereby authorized to cause said animal to be destroyed.”
AMENDING SECTION 3 TO SECTION 4
2. That Section 4 of Ordinance No. 93-19 shall be added to read as follows, to-wit:
“Section 4. PENALTY: Any person violating any of the provisions of this Chapter, shall, upon a first conviction thereof, be punished by a fine of One Hundred Dollars ($100); upon a second conviction, a fine of Two Hundred Fifty Dollars ($250) and upon a third conviction, a fine of Five Hundred Dollars ($500) and up to thirty (30) days in jail.”
This Ordinance shall take effect and be in force from and after its passage, approval and publication.

NEW BUSINESS
Motion by Schmidt, seconded by Ames, to approve the first reading of the 2013 budget. Motion carried.
Motion by Ames, seconded by Regynski, to approve the membership and ad to Glacial Lakes and Prairies Magazine in the amount of $622.50. Motion carried.
Council discussed quotes for 5,000 gallons of propane for the year 2013:
United Energy, $1.01 per Gallon;
Brooks Oil, $1.029 per Gallon;
Alpena Co-op, $1.20 per Gallon.
Motion by Schmidt, seconded by Ames, to accept the quote for 5,000 gallons of propane from United Energy for $1.01 per gallon. Motion carried.
Council discussed the Hand Held Maintenance Agreement.
Council discussed Zoning. Council approved recommendations to the Zoning Ordinance pertaining to Steel Buildings and Wall Heights.
Motion by Goergen, seconded by Regynski, to enter into Executive Session at 8:46 p.m. Motion carried.
Motion by Ames, seconded by Regynski, to exit Executive Session at 9:07 p.m. Motion carried.
Motion by Goergen, seconded by Reider, to freeze the Salaries at $17.50 per hour. Motion carried.
With no further business to be discussed, motion by Reider, seconded by Schmidt, to adjourn the meeting at 9:10 p.m. Meeting was adjourned.
