Sanborn County Commissioners proceedings

APRIL 3, 2018

Sanborn County Commissioners met in regular session on Tuesday, April 3, 2018, at 9:00 a.m. with Chairman Ebersdorfer presiding. Other members present were: S. Larson, Ohlrogge, and Blindauer. Absent was P. Larson. Also present was Auditor Larson. Motion by S. Larson, seconded by Ohlrogge, to approve the minutes as presented. All ayes. Motion carried.


Sheri Kogel, Administrative Assistant for the Highway Department, met with the board in the absence of Lee Goergen, Highway Superintendent/Weed Supervisor. Motion by Blindauer, seconded by Ohlrogge, to purchase culverts off the Beadle County Bid. All ayes. Motion carried.


9:30 a.m. Bid Letting-Hot/Cold Mix:

Asphalt Paving & Materials, Cost of Hot Mix per ton: $58.25;

Commercial Asphalt,Cost of Hot Mix per ton: $58.00, Cost of Cold Mix: $80.00.

Motion by S. Larson, seconded by Ohlrogge, to accept both bids depending on the location of work being done. All ayes. Motion carried.

9:35 a.m. Gravel:

Bowes & Ochsner $5.75;

Michael Johnson Construction $6.50;

Dawson Construction $7.50;

Harvey Steffen $295.00 or $345.00 per load depending on location.

Motion by S. Larson, seconded by Blindauer, to accept all bids depending on location of work being done. All ayes. Motion carried.

9:40 a.m. Overlay Patch:

Asphalt Paving & Materials Co. $95.00 per ton;

Commercial Asphalt $82.00 per ton.

Motion by Blindauer, seconded by Ohlrogge, to accept the low bid of Commercial Asphalt. All ayes. Motion carried.

9:45 a.m. Chip Sealing:

Road Guy $19,215.167 per mile;

Topkote $16,669.31 per mile.

Motion by Blindauer, seconded by S. Larson, to accept the low bid of Topkote. All ayes. Motion carried.


Penny Farris, Director of Equalization, met with the board.  The second reading of Ordinance #2018-01 Rezoning property legally described as Lots 13-24: Block 43 Woonsocket from Highway Commercial to Two Family Residential was held.   Hearing no objections, motion by S. Larson, seconded by Blindauer, to adopt the ordinance. Steve Larson – Aye, Gary Blindauer – Aye, Ray Ohlrogge – Aye, Jeff Ebersdorfer – Aye. Motion carried.


Auditor Larson presented quotes from Tech Solutions to provide Wi-Fi throughout the building.  Motion by S. Larson, seconded by Ohlrogge, to accept the option for paying an installation fee and then a monthly fee and Tech Solutions will take care of equipment replacement and upgrades. All ayes. Motion carried.


Andy Ettswold, Letcher Fire Department, met with the board to discuss the fire bar system.  On December 1, 2009, the board agreed to make partial payment for all the towns in Sanborn County to upgrade the phone system. The amount for the Letcher Fire Department to upgrade is $16,000.00 Motion by Blindauer, seconded by S. Larson, to pay $8,250.00 towards the upgrade for the Letcher Fire Department. All ayes. Motion carried.
